Getting a Bing API Key

To use the !bing command for web search in the Welcome plugin, you will need to subscribe to "Bing Search API – Web Results Only". I recommend the free level that allows up to 5,000 API calls per month.
1. Go to the following page and click "Sign Up" on the free 5,000 API call button: https://datamarket.azure.com/dataset/8818f55e-2fe5-4ce3-a617-0b8ba8419f65
2. Once you have accepted the terms and conditions and gotten signed up, click the "My Account" button on the main header of the page.
3. Under your name, email, etc. you will see a line that says "Primary Account Key", copy/paste the value after it to your BingAccountKey entry in the Welcome section of your ircbot.conf.
